Democracy, Rule Of Law And Political Accountability

Article 6 of the treaty establishing the East African Community (EAC) outlines the fundamental principles guiding the Partner States in achieving the Community's objectives. These principles include good governance, adherence to democracy, the rule of law, accountability, transparency, social justice, equal opportunities, gender equality, and the recognition, promotion, and protection of human rights.
Although the EAC countries have integrated some of these norms and principles into their national constitutional and legal frameworks, there is no systematic process for tracking and monitoring the progress of how the Partner States meet these obligations.
The GLISS Program on Democracy and Rule of Law
The GLISS (Governance, Law, and Institutions Strengthening Services) program focuses on:
- Developing or Adapting Assessment Tools: Creating tools to evaluate democracy and the rule of law within the EAC region.
- Publishing Regular Scorecards: Providing periodic reports that track and score the progress of Partner States in adhering to the principles outlined in Article 6.
- Monitoring Key Institutions: Paying special attention to how institutions such as the legislative assembly, the Council of Ministers, and the East African Court of Justice work towards implementing these commitments.
